U.K. – GVT National Security Bill Guide

On 18 October 2022, UK GVT updated the overarching documents relating to the National Security Bill 2022, adding impact assessment for foreign influence registration scheme.

  • Among other things, document set out proposed law's strategic objective, overview.
  • Rationale for intervention; risks; costs, benefits to business calculations; wider impact.
  • Overall aim of the foreign influence registration scheme - to deter foreign power use of covert arrangements - will be applied via 2 separate scheme objectives, requirements.
  • Namely, to strengthen UK political system resilience against covert foreign influence, as openness and transparency are vital to the functioning of UK democracy.
  • Where covert influence is deployed by foreign powers, directly or through third parties, it undermines the integrity of UK politics and institutions, so the scheme will require registration of political influence activities where they are to be undertaken within the UK at the direction of any foreign power or overseas entity, or by an overseas entity.
  • Scheme also provides more assurance re activities of specified foreign powers/entities.
  • it contains a power to specify a foreign power, part of a foreign power, or entity subject to foreign power control, where secretary of State thinks UK safety must be protected.
  • It would need a person acting in the UK at the direction of a specified power/entity to register with the scheme, and a specified entity to register activities undertaken in UK.
