On 11 February 2020, SER SEC cited law changes on foreign investor access.

  • Amendments to capital market law, coming into effect 12 February 2020, summarized with increased availability of government securities to foreign investors expected impact.

Access to Foreign Investors

  • Foreign investors able to buy government securities issued by the Republic of Serbia.
  • Foreign investors can also trade government securities in the Republic, and have lower costs when opening and maintaining accounts, or performing clearing of securities.
  • The tasks are to performed for by a foreign legal entity authorized by the Minister of Finance in accordance with the Law on Public Debt to be able to clear and balance.
  • Availability of government securities to foreign investors is increased because they will have significantly less work to open the accounts than before in the central registry.
  • Foreign legal entity now to appear only as clearing house not having to establish, register representative office in Serbia, participating in market as foreign participant.
